Snapshot + clone #16

It would be great if the localnet could be snapshotted at the current height.

This would be really useful if a snapshot could be cloned and used to resume from a particular point. (similar to how zfs snapshots/clones work)

We can also use Lotus-based snapshots and restore tools.
