LCB w/2009 Update only

What steps will reproduce the problem?
1.Installing CB and updating to Nov 2009
2.Deleting <b> in .main
3.Running CBLoader

What is the expected output? What do you see instead?
Expecting to get a fully updated 1.3 CB. I instead see only the CB with latest 
2009 update when displaying.

What version of the product are you using? On what operating system?
1.3.0 Win 7 x64

Please provide any additional information below.
Was receiving the hex value error (<b>) deleted that and then this error began 
to occur. Double checked installations but nothing.
