cbloader -p does not work

What steps will reproduce the problem?
1. attempt to run cbloader -p from command prompt

What is the expected output? What do you see instead?

nothing seems to happen.  
When I run in -v mode, I get the following:
Debug: working directory is [path]
Debug: Checking for merge and extract.
Debug: About to Patch: D20RulesEngine.dll
Debug: Could not patch file: it is likely already patched.

What version of the product are you using? On what operating system?
cbloader 1.1.6
windows xp sp3

Please provide any additional information below.
I'm having the pipeline error, and attempted to use the hard patch solution 
suggested in the wiki.  However, that doesn't seem to work either.

CBLoader has only been tested on the August and October updates.  

Installing the October Update should fix the problem.
