'Inner Exception: Pipeline is not debugging any processes. Waiting for a debug event will hang.' after executing CB Loader

What steps will reproduce the problem?
1. Opening cbloader.exe

What is the expected output? What do you see instead?
I expected to get the character builder, but instead I just get its opening 
splash screen, and then the error.

What version of the product are you using? On what operating system?
The latest version, on Windows XP

Please provide any additional information below.
I can run the Character Builder fine on its own, but using CB Loader causes 
this error every time.  I'm using the WOTC update .part files.

The same thing just happened to me last night. I accidently double-clicked the 
cbloader.exe twice and the same thing happened. Cbloader was working fine 
previously.

Since then I have tried uninstalling and reinstalling CB and cbloader (with and 
without deleting Application Data/Cbloader folder) but it still does the same 
thing. Double click cbloader, CB icon shows up for a moment, windows continues 
to show merging, then the CB finally opens but doesn't include any of the 
cbloader content. 

I'm also using Windows XP.

Have you tried Hard Patching? (Launch CBLoader with the -p argument, then 
launch Character Builder as normal)
