CBloader not Applying Changes #58

What steps will reproduce the problem?
1.Install Character Builder and Oct 10 Update
2.Install CBLoader files into C:\Program Files (x86)\Wizards of the 
Coast\Character Builder\ or
C:\Program Files\Wizards of the Coast\Character Builder\ or
C:\Program Files\Wizards of the Coast\Character Builder\CharBuilderFull_p
3. Put .Part Files into Custom Folder
4.Run CBloader.exe

What is the expected output? What do you see instead?
For CBloader to merge files and Apply the changes.  When Opening CBloader after 
Merging; Character Builder did not have any of the new changes.

What version of the product are you using? On what operating system?
1.1.6.  Windows XP

Please provide any additional information below.
