Inner Exception Error #60

What steps will reproduce the problem?
1.I Follow instructions of installations
2.Click CBloader.exe
3.command box opens with ERROR

What is the expected output? What do you see instead?
27-05-2011 22:45:30 - ERROR: 
Inner Exception: '<', hexadecimal value 0x3C, is an invalid attribute 
character. Line 237141, position 23.

What version of the product are you using? On what operating system?
V1.1.6 on Window 7 64b

Please provide any additional information below.
I understand that this problem has been anwsered a number of times. But i have 
all the update's for the chracter builder including the october one. I have 
triend different versions of CBloader and tried mutiple reinstalls and 
downloads. Any help would be most appriciated.

I have looked at issue 18 and 47 extensivly. I did learn how to look at my 
combined.dnd40.main file and found that the line including the supposed error is
  <RulesElement name="Staff of Knives +3" type="Magic Item" internal-id="ID_FMP_MAGIC_ITEM_6490" source="Adventurer's Vault 2" revision-date="11/16/2009 1:04:34 PM" >
      <Flavor> This steel-gray wooden staff transforms into a steel-hard wooden dagger on command. </Flavor>
(specifically the flavor section) And i do not know what to change this to in 
order to make it work. I have tried deleting the files themselves, and deleting 
the offending line of code, only to get the same error with the same position, 
any help would be greatly appriciated.
