Updater Mechanism does not provide enough information when it fails.

Steps to reproduce the problem:
1.  Mark a file as read-only
2.  Provide an update for that file
3.  Launch CBLoader

Expected outcome: 
CBLoader fails, and warns the user.  
Actual outcome: 
CBLoader behaves as though it has successfully updated, but does not actually 
update the file.  
This process repeats every time CBLoader is launched until the file is fixed.

Given that some users are running CBLoader under UAC restrictions, this is a 
major issue.
