Vampires cannot use Skill Powers?

What steps will reproduce the problem?
1. Load a vampire character from a previous version of CBLoader with a Skill 
power into the Recently Updated version
2.

What is the expected output? What do you see instead?
The Builder declares the Skill Power houseruled in the updated version. In 
previous versions Vampire was allowed to select Utility powers from the skill 
power set at the Vampire Utility Choice levels 2 and 22

What version of the product are you using? On what operating system?
1.2.4.1 Updated with WotC index 07/16/11
Vista Home 32

This sounds like an issue with the merge order.  Try relaunching CBLoader and 
see if it's fixed.

Relaunched the Loader several times, no change, the only available power 
choices are vampire utilities at 2 and 22. Also tried recreating char from 
start, no effect
