Publish Contribution Guidelines #21

This is a great model for Contribution Guidelines (found via this repo). We may want to include additional information on getting started with GitHub for people in preservation who have not used GitHub before.

🎉 I just added contribution guidelines! We still need an FAQ and something on steps to start contributing. I also need to add a link to the Contribution Guidelines to the README.
