Submitting a patch for to correct Issue #5 - Incorrect config.yaml file path in frameworks/config.py

Reverted the merge. The config.yaml should be at the root and only the configuration template (which is interpolated during deployment, or used to manually create the correct configuration file) is in the etc/ folder (see https://github.com/localprojects/Change-By-Us/wiki/Installation-Instructions-%28Ubuntu%29 Application Configuration section)
