Add the new CQs instructions and filing them via DashLicenses #3487

Overview

This PR updates instructions to file CQs and adds some machinery around automated CQs submission.

Bullet list formatting is kinda hard https://docutils.sourceforge.io/docs/ref/rst/restructuredtext.html#bullet-lists

We need to submit 130 CQs; 100 of them were autosubmitted only:

[main] INFO For now, however, this experimental feature only submits the first 100.

I'll leave this issue as a place holder to track all CQs completion. I also did the initial submisson with some kind of a bug 🤦 I'll wait until everything is approved to send it more deps for another round of reviews.

UPD: 11 libs to pass check and we're good. I filed a new portion yesterday.
