Raster configuration panel #608

URL is insufficient for geowave raster configuration. Following PostGIS raster support a separate panel can be created that is more intuitive:

The geoserver-devel mailing list has given us some insight into the possibility in of using a URL handler for a connection params string that could offer an alternative to the configuration panel: Here's the thread: https://www.mail-archive.com/geoserver-devel@lists.sourceforge.net/msg33082.html

Consider using geoserver rest api from geowave cli to publish geowave raster
