Rename PolygonHullSimplifier #880

Rename PolygonHull to PolygonHullSimplifier, and move to simplify package. Reasons for the change are:

avoid confusion with the concave hull functionality
better reflects the likely usage of outer and inner hulls
the parameters for the Polygon Hull algorithm are more similar to existing simplfication parameters than to the concave hull parameters.
