OCS was released as a smaller project spun off from their journaling program, OJS. It hasn't been developed further in a long time. They were actually planning on mothballing it, but following a community survey decided to have another go at it. However, it appears that this will be done by building a new edition, that won't be done until 2018. As such, if we go with OCS now, we'll likely be working with an old system, that while still su[pported in general, isn't being actively improved at this time.
OCS appears the be able to handle PayPal, but it doesn't appear to have support for anything else (again, this system is quite old) and the instructions relate to OJS, and so it may be quite awkward.
It's also worth mentioning here that it's pretty ugly, due to its age, and a lot of work would be required to make this look modern and professional to end users.

Before dedicating time to test cases confirming the functionality of a given CMS it's worth simply checking it off against the requirements listed here: /wiki/High-level-requirements to ensure they even provide what we need.
