Recategorize price binning #18

Current file structure is not great for traversing pre-show. Would prefer to bin similar to volume flags:

sig x.x/

Use lowest (abs) flag to classify top-level bin, add smm/sma values to file name

Also add "diverging" for mixed flags where one flags positive, and the other flags negative

can you give the exact directory and file structure you want? something like:

{basedir}/plots/{date}/{regionid}/{price}/sig {sval}/{itemname}_{sval_details}_{date}.png
