Clean up python tests + integrative test

• Integrative tests are not point towards the new name of dynamic_pinocchio
• Avoid unnecessary calls to rospack in python tests

The new commits:

• Change the name of the package in package.xml from sot_talos_balance to sot-talos-balance. This has been confirmed to work on 16.04 and 18.04 LTS.
• Move the ros/sot_talos_balance directory to ros/sot-talos-balance
• Reflects the changes in the files src/sot_talosbalance/tests/[appli|test]*.py
• Increase the current limit from 10.0 to 100.0 for appli_dcmZmpControl_file.py which is necessary to make the robot walk.

This has been tested with:

in talos_data/scripts and:
