You reach forward and pull the middle of the view towards you (or your view is pulled into it). When you release the peripheral view snaps into place.
This protects against motion sickness because at all times half the field of view is stationary. Also it's very intuitive for VR novices and doesn't leave anything to the imagination, unlike the normal teleport where you have to imagine going to the location you are placing the teleport circle.
