Add Number field to allow for basic numeric validations #1334

I find myself requiring a Number field. The reason for this new field type would be to allow for the following basic numeric validations:

@westonganger is it related to sections or content types or both?

Sections, Content Types, and Site Metafields should all have the same field types available.
