feat(website): Add metadata descriptions to template #2375

Requested by beta-testers: It would be nice to be able to download a csv with metadata fields and descriptions.

As we have a lot of metadata fields and some do not have very informative names it would be nice to help submitters by adding a second sheet to the downloaded template with descriptions of the fields. (This would probably mean offering an excel download then)

TSVs don't have sheets.. (not saying the idea is crazy, it could motivate an excel version or something, but not trivial)

We could also reduce the template to just more common fields

Potentially we could offer an excel template? It sounds like this could make upload a lot easier for submitters as this is how many labs operate.
