Update argocd versions to latest on Hetzner and AWS #2700

We are currently using argocd v2.11.3 which was released 3 months ago.

Start with upgrade of loculus cluster, then aws.

Reminder to self: One needs to manually edit some config file. I should document it on Github how to upgrade as I've made mistakes in the past. Document while doing Loculus cluster upgrade where outage is less critical. Coordinate with Theo so that there's standby.

Is there a specific feature or bug fix we would be upgrading in order to benefit from?

I do see some typescript errors occasionally, maybe they haven't fixed it yet - otherwise, for security, just good to upgrade regularly.

It wasn't complicated last time, as long as one does the one manual edit I forgot.
