Support disabling public IP address #4

For security reasons, users might not want their machine to be assigned a public IP address. Instead, use the private IP address (e.g. via VPN) or IAP tunnel (#3)

I am hitting this issue right now. Our corporate GCP policies prevent creating a VM with an external IP.
