Small fix for the GUI build plus we revert to using ubuntu 22.04 for build

This should ensure that we fix libselinux incompatibilities

Fix #970 Resolves ENG-3117

This will undo PR #679 so this will reopen the issue to support older Glibc At this point I think we need to simply drop older distros (for the Appimage) and point them to use the targz
