modify partials generation scripts #252

resolves ENG-4216

It removes vcluster-config dependency, now instead the CI job from vcluster-config will copy vcluster.schema.json file from there and generate partials based on it. It also modifies partials generation scripts, so they can accept vcluster.schema.json filepath and output dir as args. Partials for platform, version-0.20.0 and version-0.21.0 were also re-generated using appropriate vcluster.schema.json files from vcluster-config repo.
