Closes DOC-234

For the first pass only the platform folder will be evaluated. Once we are happy with the result, we can expand to other folders.

Addressed PR review comments also added a rule that blocks pluralizing vCluster.

Checkout is updated to v4, not sure why it wasn't showing. Added more explicit path triggers for *.mdx and *.md files only.
