repeated call to mouseover and out made when mouse hovered near the bottom border of MarkerClusterer

What steps will reproduce the problem?
1.create a polygon/circle shape on the map surrounding a markercluster
2.hover over the bottom border of the markercluster icon slowly
3.repeated call to mouseover and out made.

event is bubbling up appropriately to shape and then to map object.

Expected result:
Repeated call to mouseover listener should not be made.
