Use of only certain metadata sections in composites. #138

In all current composite submissions, such as CDSK_KRprt_CRCK_B57EP.XML, the relatedResources, supportingEvidence, applicability, and contributions sections are omitted. Why is that?

Per call with Jerry on May 14th, 2018, this is more of a stylistic thing. These element types are only to be included if they are necessary at the composite level. If they only pertain to a contained artifact, they should only exist in said artifact.
