This is a global issue - applies to every white paper. In the "conventions used" section of every white paper we find this verbiage: "Default Values: Unless otherwise noted, indicates to obtain the most recent observation. It is recognized that this default time-frame value may be altered by future implementations". It seems to me that the time frame for every data pull in the external data section should be addressed in the XML.
