Consults may come from providers other than primary care physician. The white paper uses the phrase referring physician. Unclear why referring physician was changed to primary care physician. This change was also made on lines 284 and 287.

@scottdwood - Per the CCWP, section 1.1, the target user is a PCP (see pdf pg 9 of 25).

1. We agreed that the CCWP is to be considered ground truth. Reviewers need to understand when deviation from that is acceptable.
2. The SMEs were consistent in their use of “referring physician. The changes made now use 3 different terms, which seems to introduce language inconsistencies arbitrarily.
