Improper URL encoding of DOI forward slash ('/') characters. #175

In the labeled cases, the '/' character part of a DOI "extension" attribute is erroneously URL encoded by substituting the "%2F" escape sequence instead. Search for "%2F" to find the occurrences within the XML.

Note that all other cases that include a '/' do not URL-encode the value.
