b13 artifacts misslabeled #262

Per the PWS, b13 is the Pre-Op Order Set, not Documentation Template, but the XML and the CSD files both say its a Documentation Template (that's b37).

The validation report also says this is a documentation template, but in fact the content is consistent with the order set KNART

I did. What do you mean? Where else do you want it documented?

Duplicate of #267 -Please close Propose CDS-Fix=All title values indicating Documentation Template, removed and Order Set added.
