Hold on review. Cognitive identified a couple of issues today with this KNART and recommend that they are addressed before the VA continues their review:

• finite number of undeclared response variables that need to be updated
• some additional restructuring of the action groups to improve the overall modeling

CDS_Fix label has been applied to this KNART for tracking and so that these items can be resolved in the next delivery.
