In looking into this, it seems like a holdover that affects about 73 KNARTs. I am in the process of changing this globally and then revalidating.

Note: this also affects composites, though including the status element seems redundant in all contexts I've seen.

@linophth This has been fixed not only in b14, but globally. All artifacts should now be set in "Draft" status as well as in all metadata and indexes.
