Create Environment classes with common interface #76

This issue can be split in multiple PRs:

PR 1 Base Environment class Hopsworks Environment class Integration ---- until here nothing should change

PR2 Databricks Environment Class

PR3 Local Environment Class

PR1 is done. Now I will target PR2, the actual state of PR2 is testing.
