Add page re: restricted access for Australian users

@LindaTarr can you please add a page to the IAR-DST docs and call it 'Restricted access troubleshooting'

And the content should broadly include the following but please redo it so it actually makes sense for people who are stuck and is in proper Linda helpdesk English

Access restricted - Australian users

The IAR-DST is designed for use by Australian health professionals when a person presents seeking mental health support in Australian primary care and community-based mental health settings. The IAR is intended to assist Australian health professionals to decide the highest level of care a patient will need across five levels of care in an Australian stepped care model.

If you are accessing the IAR-DST from within Australia your access may be restricted because:

• You are using a VPN service that is based in a country other than Australia (@arunnsamynathan there was an email AC sent to someone that provided better info about this, can you please dig it up and add the RT ticket here so we can re-use it?)
• Your IP address appears to be based in a country other than Australia.

If you are not using a VPN please raise a support issue by emailing support@logicly.com.au with the following information:

• Where you are accessing the IAR-DST from
• Your IP address (you can find this by googling "what’s my ip address”)

If you would like more information about the IAR-DST, you can contact the Australian Government Department of Health and Aged Care by emailing MH.IARProject@Health.gov.au.
