Support for building the C# projects with CMake #95

This adds a CMakeLists.txt for the C# projects, in particular:

WaveSabreConvert,
Tests/WaveSabreConvertTests,
ConvertTheFuck and
ProjectManager.

Tested with MSVC Build Tools 2022.

As there are some problems with the build pipelines in the present state, I drafted this PR again until those are resolved.

I haven't tested locally, but it looks good to me, and CI passes, so at least the converter tests are running, which tests the most crucial parts. So, I feel comfortable merging.
