Buffer memory settings missing #50

Hello, I'd like to open a feature request for network buffer settings in syslog input. Specifically I'd like to be able to tweak the settings like the udp input allows. The context for this feature is being able to tune the buffers for high-throughput situations without the need to increase sys.net.core.rmem_default globally on the host.
