Build and bundle Derby jar from 10.15 branch #149

Checkout from Apache svn the branch 10.16 to build the jar for version 10.16.1.2 and bundle in JDBC integration plugin.

From https://db.apache.org/derby/derby_downloads.html the JDK support matrix is: Java 9+ Java 17+ Java 21+
Derby 10.15 V V V
Derby 10.16 V V
Derby 10.17 V

So given that Logstash 7.17 support JDK 11, the Derby version to include is at maximum 10.15, in particular the build 10.15.2.1
