doc: document the protocol option #30

Adds documentation for the protocol option, which allows a user to configure this plugin to output via the TCP transport protocol instead of the default UDP, which was added in 3.1.3 via logstash-plugins/logstash-output-gelf#19

Can you bump the gemspec to 3.1.6 and add a corresponding CHANGELOG ?

Since this plugin doesn't see much action, we will probably want to cut a release just for the doc change.

@jakelandis I've bumped the version and added a note in the changelog, including a retro-active heading for 3.1.3 (which added the functionality but had no corresponding changelog entry)
