create code based presenters for per dataset config #13

they were such a hit last time!

currently the config is as JSON stored in the DB, but i don't think that works as well as code configured presenters

custom views and per dataset enabled views is merged into master with 6e0c7514c46c54a787749ad86cc178f734b747cd, see http://github.com/logv/snorkel/wiki/Plugins for the individual repos and ways to configure them
