Add v3-flatcontainer as in api.nuget.com #752

In order to have a similar endpoint to get all versions for a specific package as we have in nuget.org. Example : https://api.nuget.org/v3-flatcontainer/Microsoft.NETCore.Platforms/index.json

Added a VersionsController;
Added logic to gather the info for versions in VersionsController
Added a similar route as in nuget.org in BaGetEndpointBuilder (it looks like https://localhost/v3-flatcontainer/{package}/index.json
