to replicate:

open rotary lock UI
enter the correct code
the inventory of the safe does not open automatically, you have to press ESC to back up and open the inventory manually

Mines_Update.zip Slot 10 is at Tenement B, I don't think there's anything at Tenement A, but perhaps the bug occurs when you load in for the first time in that session on Tenement A?

Another possible cause is the A7 or A1 safes being unlocked from the start

Might also try slot 2
