I haven't seen this really been discussed, but the idea is:
During character creation, specifically the part where the player chooses the difficulty, I'd imagine there being an option to activate cheats for that specific character, by default it would be set to false, whilst it is set to false, the player would not be able to access any cheating command in the console, or block the console entirely, but only for that specific character, having cheats enabled, however, would let the player use any commands as they wish, however, having cheats on, would mean that the player wouldn't be able to obtain any achievements on steam.
This is my first ever suggestion for the game, feel free to critique or add something to it.
I think a better fit would to have an option to turn on/off console/cheats hidden in the game settings (similar to how half life 2 does), instead of having it on the character creation screen.
