[Playtesting] Picking up stolen items at Apartment 1 counts as theft

When I pick up stolen items from storage units in my apartment I get a message that my theft bounty increased. I think the cats are telling on me, cause when I moved my cat out of the room, it didn't trigger.

If I move stolen items from my backpack into the inventory in clear view it also counts as stealing.
