Playtesting - a game should have some sort of a check for missing achievements given for reaching a certain value #2889

Currently if a player should supposedly get a specific achievement given for reaching a certain value (10 in skill-related achievement, amount of residents in the tenement, is electricity installed, amount of burglary points, etc.), but the game did not trigger that due to a bug, the game will not grant the achievement the next time once the game is updated with a fix.

There should be some sort of a check, whether the player had already met the conditions needed to get the achievement before. Either when they start a session, or when the save migration screen pop up.

This is related to #2798

After not receiving the achievements (engineering and distilling) when I went back into the game after updating, I edited my save file to lower engineering skill to 9.9. Back in the game I could see that it affected my skill level in game as intended. I then went to the drawing board, did two more blue prints and maxed my skill again. Got the notification and all. But this still did not unlock the Steam achievement.
