business1/central/other : elevator photospot inconsistencies #1039

Some elevators are out of order and you can take pictures of them, like in minitrain, some others are broken and you can't take pictures, like in central : 20170927012429_1 20170927012433_1

And some have the broken sign (meaning somebody is already aware) and yet you can take pictures of them, like in business1 : 20171001171733_1
