Klingon pdf/website does not render `pIqaD` #217

This is an easy fix for the html - load a pIqaD font and set it as a fallback in the css - but I don't know any working TeX packages that define a pIqaD font.

alternatively set the language name to just tlhIngan Hol and i'll rewrite the bifce definition in ascii
