Deprecate WDQ #32

With the sunsetting of WDQ usage needs to be replaced by equivalent WDQS methods.

Remove wdqLookup, usages replaced by WdqToWdqs.wdq_to_wdqs.
Add CLAIM to wdq_to_wdqs conversions and add support for qualifiers
Introduce a partial wdqs replacement for fill_cache

So this is a bit of a monster that I found half finished on my computer. But since WDQ has since been shut down and I'd already started using some of the functionality for the WFD batch it felt easier to finish and commit it.

Chunks of it deals with WDQ and the documentation for that ha since gone but WayBack Machine never forgets =)
