Add mechanism to disable WikidataStringSearch even if running on Labs #49

WikidataStringSearch gets automatically used as soon as WikidataStuff detects that we are running on Labs/Toolforge. However we often don't actively need it.

WikidataStringSearch has also been having troubles iniitalising lately due to SQL timeouts trying to get allowed types and languages.
