更新config.toml模板 #148

程序运行后出现这个错误 但是配置文件模板里并没有相关要求 怀疑是更新程序后忘了更新模板·····

顺便刚刚好像在模板里看到这个东西 （井号） bot 管理员的 ID owner = "@" 再重新打开又没了····· 是我看错了还是更新过之后又去掉了呢？
