This element should be used wherever it is desired to record an unusual space in the source text, e.g. space left for a word to be filled in later, for later rubrication, etc.
I think such a fenestra fits that description very well.
Should it have a @type attribute? I don't know.
Sometimes a scribe leaves a hole in the text, maybe because he can't read what his copy says, or maybe for other reasons.
